What does it affect, what builds does if affect less/more.

I run it full on a PLY, and i make jesus-like passes, and can usually bury anything. And i run none of it on a GRN, can still finish fine(with the exception of very low ACC), and my passes are still decent. Im obviously not trying the stretch passes i am with a PLY.
